Timeskip? The problem with this is technology and tying history.

Rewind/Rework? Start back right before Blaine shows up and have Kitai destroyed. Then a minor timeskip of 1-5 years allows villages and whatnot to form.

Force clan and village alliances. This creates a better balance, where if someone wants to play a specific KKG, they MUST be part of a specific clan. Especially popular canon KKG. Also encourages village loyalty, and allows greater tension between clans/villages.

Allow unlimited SC. Perhaps for every 2-3 months, you accrue and SC, and may "purchase" it by doing a WC quest.

Tie careers to SC instead of specialties.
ANBU: Specializes in hiding your own presence and one shot kills. Many high power jutsu available, but MUST have Kage approval, and have a mission requirement.

Scout: Allows incredible speed and sensory boosts. Requires Taijutsu as a specialty.

Sensor: Replaces Sensory specialty entirely. Allows passive bonuses.

Medic: Replaces Medical/Eijutsu specialty entirely. Increased chakra control.

Tactician/Strategist: Allows for large scale jutsu that affect entire battlefields, or small scale jutsu that tend to be delayed and come into effect unexpectedly.

Interrogator: Mind reading, high powered non-lethal jutsu,

Teacher/Student: Teacher is allowed to share a percentage (30%?) of his/her students' training topic WC. What bonuses do teachers gain though?


Career SC all allow you access to jutsu up to the rank of that SC from that career/academy. They must be trained as normal SC are.

First career SC requires 1 SC spot. Second requires two SC spots. Third requires three SC spots, etc.

Need to make it easier to rank up, and make sure ti is less reliant on site events and member activity.

Need Bijuu write ups.

Seven Swords

Sage Mode write up.

Review ban/restricted list and decide on how that will work.

Review PAC system and how it currently works. Need to restart PAC book.

Find clan leaders, if no one steps forward as a clan leader, need to create an NPC for public use.

Need to create better reward for people who help by NPC'ing a topic.

Create SS rank? Kages are automatically given S rank, however people who would be on the level of Naruto/Sasuke/Minato/Hashirama/Orochimaru would surpass this level, and be even more incredible.

Require an update on all characters. As an apology/reward for doing this, give a reward. Free jutsu/SC? PAC?

Update the Genjutsu listings to include a "Trigger" and add a "Jutsu cost" to all forms.

Consider a "Jutsu Building Guide" using a points based system.

Create Bingo Book. Work out how that will apply. Perhaps Kage meet once a month and submit who they'd like to add to the Bingo Book, and at what risk rank. This allows Criminals to rank up.

While on the topic, rework system for ranking up. And missions systems. They're not bad, but feel clunky and unappreciated.

Taijutsu attacks require no jutsu unless otherwise noted. Also the only Specialty that allows boosts without requiring elemental tie in.

Ninjutsu are already broad enough they need minimal bonuses.

Genjutsu seems fine as it is.

Fuuin allows creation of boosts through seals. Maybe allow larger chakra pool?

Kenjutsu needs a major rework to be viable.

Perhaps combine Kenjutsu and Bukijutsu? Kenjutsu being a specialization of it?

Puppetry needs some puppet templates and a few "open source" puppets.

Review everything. Salvage what can be, archive anything that doesn't fit, and rebalance canon.

Missions not allowed as solo?

Tai, Nin, and Gen allowed to be used at two ranks below your own if not a specialty. Same rule for elemental jutsu

E rank jutsu are ALL academy jutsu.

Ideas for Perk based SC:
Only allowed a secondary element if you purchase an SC for it.
Career SCs (Listed above)
Raise the rank of generic jutsu you can use by 1.
SC required for special tools (Using a Legendary item)
Required to use a restricted/banned jutsu.


All jutsu are required to be part of an "Academy." An Academy may be a Clan, Village, or Universal.

Certain jutsu are assigned as "Kinjutsu" and allowed for use by anyone, however require staff (Generally Admin) approval to be trained. Only S ranks can create Kinjutsu regardless of what rank the created jutsu is.

SS rank? How do I work that? Simply increased chakra pool and stats? SS rank jutsu seem pointless and stupid.

Kage automatically get S rank.

Create more powerful SC that require consumption of multiple SC slots.

Make the "List all equipment" requirement official.

Reenforce hand signs again. These need to become a part of the universe again.

Set a default cost for jutsu.

Name: Costs nothing.
Rank: E rank jutsu are REQUIRED as Academy jutsu, if you would like to create an Academy jutsu for the site then please PM it to a staff member for review.  D rank -5 points.  C rank -15 points.  B rank -40 points.  A rank -100 points.  S rank -200 points.
Cost: This is how much chakra is expended for use of this jutsu.  Cost equal to two ranks below the jutsu is 0 points.  One rank below is -10 points.  Same cost as rank is -30 points.
Type: Type has to do with the structure of jutsu, and does not affect the cost directly.
Element: Element does not affect the cost of a jutsu either.

Description:

Need basic structure of what a person is allowed from jutsu score.  Does score need to equal 0?  All jutsu need to equal 0.  Some variance is allowable.  No more than 10 points over.  Remember, these are GUIDELINES and are not requirements.

Need to work out details.

Need to entirely rewrite chakra levels for all characters.

Redesign mission rankings. Set WC requirements for various ranks, figure out better PAC reward. Give example missions.
