Personality: Takara is very proper and intelligent, having lived a life full of vast experiences. He claims love and security to be above all else, and has no issue facing up to his vengeance when called upon it, though he will never openly share the confines of his history. He speaks politically correct, and often acts as the consultant to the Jokikage, as he has an understanding of the old diplomatic ways of the Shinobi Villages. When he feels uneasy, he will twirl locks of his fair without knowing it. - ESTP
Appearance: Takara is one for extravagant natures, having once been one of the wealthiest people not of Kitai. He wears a fine white victorian shirt, with a crimson vest buttoned over it. His signature apparel is a magnificent cardinal coat which he wears at all times, and hangs down just past his ankle. He has curled locks of brown hair, which he keeps directed backwards, away from his face. With age he has gained a handful of masculine features, as well as slight creases outlining his mouth and eyes, giving a mid-aged display of wisdom. He has a perfectly shaped goatee, which he keeps trimmed well.
History: The story of Takara is one that most people shall never know, as it is riddled with a story of vengeance and pain. It began sum twenty years ago when the he was still a young lad, and had no other wishes in the world than to deliver supplies upon a ship. He was an innocent at the time, who got caught up in the affairs of the rising Azai, and another clan. In the circumstances he was given a letter to return to Kitai with, but events led to his capture, and later he was shipped off to prison for knowledge he was too arrogant to understand. It was in the prison that he would rot for more than five years, grieving away without any understanding of his capture or anything else. He did however meet an elder priest, one who came to him with another tale of misfortune, as he dug below Takara's cell. The man was a former priest who followed the ways of the Land of Fire, and would teach him a unique fighting style involving Wind Release. After a few months, the two were able to gain the combine power to blast down the walls of their prison, though the event caused a cave in which killed the older man, throwing Takara into a fit of anger. When the guards came to see what the commotion was about, Takara unleashed his built up rage over their torment, and slaughtered everyone. - The hours following his corruption became a blur, though he remembers being overwhelmed with the teachings of his priest, and somehow escaping. - He would wash up on shore after his blackout, where a friendly, though aged Pirate named Sakebu would rescue him. The two would begin a series of adventures together, in which Takara would slowly grow to become a cunning and smart man, constantly honing his skills and proving himself in battle. - He eventually returned to Kitai to exact his revenge, and would have it, before leaving Kitai for the last time with Sakebu. A few years later they would be found by Koto who was lost at see, and recruited to join a new alliance of shinobi, on an island that they had never sailed to.

This technique allows the user to fire a sharp cutting blast of high velocity and pressurized air containing dust particles at the opponent. Upon contact, the technique will decimate anything caught within it's path, leaving any shinobi unfortunate enough to get caught in ruins, and on their death bed.

How wide is it? Also this destructive power of decimating anything in it's path is more of S rank material.

Fuuton • Daitoppa is a Ninjutsu technique which utilizes the Wind Element. After bringing his hand to his mouth, Orochimaru will blow a large blast of wind capable of leveling almost anything in its way. A variation of the technique involves a smaller blast of wind which gets ignited with flame.

While in combat, if channeled with Wind Chakra, Takara can send a small lash of Wind Release from the swing of his blade, which will pass forward to the opponent and cause a deep incision (3inch) if they are struck within the range. The length of the cut depends on their position when the strike was sent, but due to the style of Rapier fighting, it is usually a 4 inch long cut.

A seven foot blade extension for three inch deep cuts is a bit much for a C rank.

I'm not requoting - As for Decimation, it's using it in the context of "Destroy a great portion of" as it would case severe damage upon impact. I can change it out for a better word though, but I edited in a follow up saying it would leave them on their death bed, and not obliterate them. Conflict in definition.
Also, it's roughly 2m wide, the path.

- As for Orochimaru mentioned, I just copied the guide Steph has, which keeps all the characters name in it. The link for Narutopedia's description was broken,

- And It creates a quick lash forward, not an extension. Its basically sending a small slice of wind release down the edge of the blade which will be launched roughly 2m away, and can only cut 3inches deep. It's not like Flying Swallow where I extend it.
