Post Count: You may have unlimited topics in whatever area your character is currently residing in. Once you leave an area, you may continue those topics but may not start new ones.
Noting how long it takes to travel IC: This will be done based on knowledge, and not a set of rules, as we can't always perfectly mark set distances. For example, when traveling in Forest, it would take longer than a straight road. So this will be done based on where you are traveling, and how creative you can be. The only thing I would like to stress is that you would not be able to make it from one village to another in less than a days time IC. However, if you have a summon, you can cut down on this time, depending on it's qualities (flying, for example).
Travel topics between villages (And therefore countries) must be posted and left for 24 hours before you can post in your new location.
Entering a new Village: Much like before, you will not simply be able to 'know' the location of a village, and will have to find it. This won't be easy, as you will need a reason to come across it. All attempts to 'stumble' will be futile, as this would be too easy. For example, you can run into a shinobi from the village, and have them take you, have a someone give you brief directions from before, or be a tracker. This will make it difficult for infiltration, but not impossible. You can likely find people who can give points on how to enter the village through Missing-Nin, friends IC, or even people in your village who have came on missions. Once you've reached the village though, you may be easily intercepted by anyone in it, especially law enforcement or ANBU.
Interceptions and Tracking: You may be tracked if the other person has IC reason, such as sensory or obvious traces/traits they may possess. As well, interceptions are allowed to happen, as they could happen often. This would make sense anywhere, as in your own country it is highly likely you'll stumble upon someone else who is in the same area. - In the world, this chance is less likely, but it can happen. You must however already be in that area to encounter someone, OR be a wanderer/Missing-Nin, who live in the world.
Traveling Period: It would be a hassle to restrict this all to a word count, as I want users to have fun. So instead of making it a requirement to do '1k here' and '5k there', it is mainly up to the user how to travel. Just make sure it makes sense, and to have fun with it. You will need to leave the village, then their outlands, and then enter the world in 3 different topics. This would be 1 topic for each (1 in Village, 1 in outlands, and 1 in world). There should be a number of things involved in your travel, such as the different environments, camping, and much more. The travel rules are going to be loosened to allow more exploration, though if you abuse this, and try to 1 sentence every post, and then attack someone for no IC reason, your personal traveling may be looked into. - Now, on a different note, it is possible for the leader of your village to make restrictions; perhaps "Genin can not leave the village alone". This is entirely up to them, and may not happen, but if they do, you can either obey the rules, or find a way around them such as 'escaping' and making things interesting. Though you may be met with consequences, what they are specifically is up to the Kage and law enforcement of that village.
Wanderers and Missing Nin: Going with the idea of being a Wanderer, you are often welcomed into villages, though for short times, to restock and socialize. You will have benefits much like a shinobi, though treated slightly different. This is not a chance for you to abuse though, as you can't just be a wanderer and destroy villages, this would be a Missing-Nin's job. - As for Missing-Nin, your name will be spread across the world quickly in infamy, and will not be allowed into villages. As well, your chances of being hunted are high at all times, as it is likely you are constantly being traced. Because of this, it adds more of a threat on your life, which gives it a more realistic approach. Missing-Nin may join other villages, but this will need to make sense IC. As with all the other rules, these are meant to add realistic values to everything, and not restrict you.
Exceptions: If you have some way to travel vast distances instantly, many of these rules become irrelevant. However the travel abilities may be suspended for plot reasons as needed.
