Name: Hand of the Law
Appearance: The Hand of the Law is a complex mechanism that has a multitude of practical features for the Shinobi Law Enforcement of Kitai City. The hand of the law has two main parts. The first being a twin set of gauntlets. Above and below the arm, an inch behind the wrist joint, lies an elevated opening with two cylindrical openings. This cylindrical opening feeds back in, under the gauntlet and in to matching tubes that cycle back to a circular container worn on lower back. This container holds the twenty meters worth of metal wire that the Hand of the law utilizes.

Special Abilities:The Hand of the Law doubles as a weapon and a means of transportation for the Kitai Police Force. The weapon will fire one or more of eight potential wires forward at thirty miles per hour toward a target. The hard metal tip of the wire will embed itself in whatever it comes in contact with and will remain there unless forcibly removed. The wire itself is capable of holding three hundred pounds worth of weight and allows the user to move quickly by swinging through the city, retracting the metal wire of one hand and flinging it at a nearby building, permitting them to swing from building to building and permitting rapid movement through urban environments.
Descriptions: The different tubes are fired by direct pressure on different parts of the hand for the gauntlet, making it easy for a practiced user to determine which it is firing and making it difficult and unlikely for one of the weapons to be fired accidentally. Individual Hand of the Laws may be modified and upgraded by varying modules and different wire tips to vary and improve its effectiveness. There are two types of upgrades the Hand of the Law may accrue. Performance Modules are integrated in to the device itself and have no real visible appearance or change to the weapon. The different weapon heads however are attached by removable compartments that are along the forearm of the gauntlet. By pressing a pressure plate in the gauntlet, the compartment can be removed and replaced with a different mechanism.

Name: Wire Trap
Appearance: In it's normal state, the wire trap takes the form of a two inch metal ball that replaces the normal grappling hook design for one of the shooters. When deployed, the ball will break apart and a large, three foot, heavy and flexible net will crash upon the target with tiny hooks on the end of the wire.

Range: 22 Meters(Normal Wire range plus two meters for net expansion)
Special Abilities:When deployed, the ball will break apart and a large, three foot, heavy and flexible net will crash upon the target and the tiny hooks on the ends of the net will attempt to dig in to either the flesh of the victim or the ground around them, attempting to pin them to the ground. To cause the ball to break apart, there needs to be a harsh jerk upon the chain to trigger the mechanism that ejects the net, this can be caused either by the wire reaching the end of its range or the user manually applying pressure to the ball.
Descriptions: The wire trap is very difficult to dislodge from both flesh or the ground and will typically require a specialty of a physical nature to remove physically and not without difficulty.

Name: Javelin

Replacing two shooters(counts as two compartments above or below the forearm) this attachment substitutes the normal grappling hooks with a javelin.

Range: 25 meters when fired from the Hand of the Law, 10 meters when thrown
Special Abilities: The Javelin, when in it's holster, is compressed in to an overlay of links. When fired from the mechanism, the pressure on the Javelin head will shoot it forward and cause the separate links to spread out, causing the weapon to unfold in to the full length Javelin, the links locking in to place once it has been fired.
Descriptions: It was designed to penetrate armor and when fired from the Hand of Law it is capable of penetrating completely through C-rank armor, but only partially through B-rank. When thrown it can only penetrate D-rank armor and only partial penetration on C-rank armor.

Name: Hand of the Law: Raiton
Appearance: There is no outward change to the Hand of the Law with this module installed in to the weapon.

Range: 20 Meters
Special Abilities: The Hand of the Law: Raiton, is an improvement module for the Hand of the Law. With this module, the user is capable, for an D-rank's worth of chakra, per post, to send an electrical current through the wire and in to whatever is touching the wire, effectively turning the Hand of the Law in to a low powered taser. Tasers primarily function by creating neuromuscular incapacitation; the devices interrupt the ability of the brain to control the muscles in the body. This creates an a steady incapacitation that is not based on pain and cannot be overcome. Once the electricity stops flowing the subject immediately regains control of his or her body. After the first post being connected to the wire, the user's muscles will begin to violently spasm, yet control will still be maintained for the user. After the second post their ability to control their muscles diminishes further and movement becomes extremely difficult. After the third post, the victim loses complete control of his muscles and cannot move under his own power.
Descriptions: The user is insulated from any discharges or incidental use from this weapon through rubber and polymer coatings between themselves and the weapons. The electrical component of the weapon is not innate and must be activated through direct contact with the pressure plate on the palm of the gauntlet. User must possess Raiton Element

Name: Hand of the Law: Katon
Appearance: There is no outward change to the Hand of the Law with this module installed in to the weapon.

Range: 20 Meters
Special Abilities:The Hand of the Law: Katon, is an improvement module for the Hand of the Law. With this module, the user is capable, for an D-rank's worth of chakra, per post, to send an immense heat through the metal wire. Any bare contact with the wire will result in a red hot, searing pain equivalent to touching a heated fire poker. This weapon can also be used to burn through foliage or any form of non-heat resistant material.
Descriptions:The user is insulated from any incidental use from this weapon through heat resistant polymer coatings between themselves and the weapons. The heat component of the weapon is not innate and must be activated through direct contact with the pressure plate on the palm of the gauntlet. User must possess Katon element.

Name: Hand of the Law: Doton
Appearance: There is no outward change to the Hand of the Law with this module installed in to the weapon.
Rank: B
Range: 20 Meters
Special Abilities: The Hand of the Law: Doton, is an improvement module for the Hand of the Law. With this module, the user is capable, for an D-rank's worth of chakra, per post, to cause the end of the grappling hook to rotate violently, burrowing and digging deep in to the target after it has already made its initial latch. This allows the grappling hook to do substantial damage to any living creature that it has already embedded itself in.
Descriptions: The drilling component of the weapon is not innate and must be activated through direct contact with the pressure plate on the palm of the gauntlet. User must have Doton Element.

Name: Hand of the Law: Fuuton
Appearance: There is no outward change to the Hand of the Law with this module installed in to the weapon.

Special Abilities: The Hand of the Law: Fuuton, is an improvement module for the Hand of the Law. With this module, the user is capable, for an D-rank's worth of chakra, per use, to alter the trajectory of the projectile and permit it to, to a degree, follow their whim toward the target. There is a .5 second delay between the initialization of the direction change and the actual change.
Descriptions:The re-direction component of the weapon is not innate and must be activated through direct contact with the pressure plate on the palm of the gauntlet. User must possess Fuuton.

Name: Hand of the Law: Suiton
Appearance: There is no outward change to the Hand of the Law with this module installed in to the weapon.

Special Abilities: The Hand of the Law: Suiton, is an improvement module for the Hand of the Law. With this module, the user is capable, for an D-rank's worth of chakra, per use, to use an increased water pressure inside the tubing to hyper-accelerate the wire's firing function. Doubling the speed in which the projectile will travel.
Descriptions: The water-pressure and enhanced speed component of the weapon is not innate and must be activated through direct contact with the pressure plate on the palm of the gauntlet. User must possess Suiton.

Hand of the Law

• I get this is supposed to be something that is standard issue for the police, but I just don't see it passing at C ranked with the abilities of the attachments. It by its self is running a fine line of B ranked equipment.
  
• At standard issue it's C- Ranked
  
• when you add an attachment it's B Ranked.

Javelin:

• How long is the Javelin? Because from the picture I painted in my mind between the Hands of Law and the javelin itself, it doesn't seem very logical for you to be able to shoot something like that out of it.
  
• Bump the rank to C if you want the full penetration of C- ranked armor.

Hand of the Law: Raiton

• This is a no at C ranked. Needs to be at least be B-Ranked.

While I agree that the elemental modules should be B-ranked(most at least but we'll make it uniform)

Put this in to perspective. They need to purchase access to the Hand of the Law Weapon, then they need to purchase the attachment. The effect could be just as easily done by...having two weapons. The only thing that changes here is that they can be subbed in and out of one weapon for the purposes of flavor. The actual advantage of this is minuscule, and in many cases disadvantageous. Two weapons don't need to have their ammo swapped.

This weapon doesn't gain any concrete advantage from having the attachments and it shouldn't be penalized for its flavor aspect when it doesn't mechanically give it any more of an advantage when compared to just buying two different weapons(which we are effectively doing anyway)

Javelin was added to explain size disparities and edited the rank and chakra costs of the elemental modules.

What I meant by the attachment I was talking about the elemental effects that you had added to the weapons.

Now as it is everything checks out.
