The user stood back as the fire rushed at him, quickly he created the necessary chakra within the pit of his stomach and expelled it to meet the fire ball, causing a large amount of steam to emit from the contact, soon enough his jutsu won over the fire jutsu.

Each rank needs a certain amount of time to gather up the water from the air.  C rank requires a post, and after that another post is added to the time limit.  While using this jutsu, the user cannot use any other jutsu during it, unless it is a Water Ninjutsu.  This jutsu does not require hand seals.  Water can be drawn from the ground, and from the air.  However, from the ground all ranks can only draw water from twenty feet below, and from the air only thirty feet high in the sky. Each rank only allows for the area in which you gather water to expand.  It is obvious, that if you are in a desert this jutsu will probably have ill effects. The “puddle” or amount of water acquired varies upon rank, at C rank you’ll gather at least ten feet deep worth of water around you, as the ranks become higher, you can add another ten feet. However, at S rank you can have sixty feet deep of water.

RP Sample:

There was no water to be seen on the ground, so digging into her reserves she managed to push out some chakra, after a short amount of time water began to form together and create a sustainable flow.

Description:

The user of this jutsu focuses chakra into an area within a body of water, and can create a vortex that is capable of ‘swallowing’ objects and people.  Of course the object ‘swallowed’ depends on circumstance and most definitely depends on rank. This jutsu does require a one handed tiger seal, which is simply two fingers pointed upwards, with the other two fingers closed and with the thumb touching the nail of the ring finger.  Also, this vortex does not indefinitely absorb people, meaning that people have the chance to ‘swim’ out or escape as usual. It takes an IC time of two seconds to become fully developed.

RP Sample:

After using his water gathering jutsu, he decided that it was time to create the vortex, he focused some chakra at an area and within a few moments, a vortex was formed which began to absorb things.

Description:

To use this jutsu, there must be enough water in the area to completely surround encompass an opponent’s body. This jutsu traps an opponent within a three dimensional ellipse and prevents them from movement due to them being captured. This jutsu is easy to trap someone because of the chakra within the water prevents movement, however you can be released if you have the chakra control to break out [ie use a b ranked amount of chakra to separate your skin from the water, which would not require a hand sign, thus not requiring movement]

The man decided to trap his opponent within a sphere of water, he created a water clone and trapped the man who had landed in his large volume of water.  The sphere was formed around the man and trapped him for just the right amount of time for the man to kill him.

The user of this jutsu must create this clone form a source of water.  Once the clone is made it has a limited distance that it can travel from the main body of the user. This clone, can take up to one hit from a fire jutsu higher than it, it can only take one direct hit from a taijutsu attack, and once it has taken those hits it will revert to its natural state of water.  It can interact with the world physically sense it is made of a physical property rather than being some type of chakra/spectral image like a regular bunshin.

The user wanted to fool his opponent into thinking that a clone was him, so he after seeing some water he decided to make a replication of himself, so after doing so from the source of water he would send the clone out before he actually stepped out into the open.  This would perhaps fool his opponent, if the clone were to be destroyed, he would use the water left over to create another water ninjutsu.
